Most LA city workers transfering out of general fund positions under the threat of layoffs are landing at the Department of Water and Power where they are getting windfall raises of up to 50 percent more than they were making, according to information obtained by OurLA under the California Public Records Act..

The list of the first workers transfered to proprierty department and special fund positions shows 48 of the 70 workers were hired by the DWP at salaries far excess of what they were earning in their general fund positions while those going to other departments kept the same salary. An earlier list of 11 transfered workers who get salaries of more than $100,000 a year showed nine moved to the DWP and got raises of up to 16 percent.

Among workers earning less than $100,000, the pay raises were much greater. The information made available by the Personnel Department only gives ranges of pay for each position but the ratios from bottom to top pay are consistent with rank and years of service.

The biggest beneficiaries of the transfer system are maintenance & construction helpers who went from Street Services General where they were paid from $37,354 to $46,395 to the same jobs in DWP where the pay ranges from $51,929 to $69,196. So the pay hike varies from 40 to 50 percent depending upon service.

Four custodians with top pay of $36,540 in General Services got no raises moving to the Airport but the lucky eight who moved to DWP now get top pay of  $50,383 -- more than $14,000 or roughly 40 percent more.

Equipment specialists in General Services with little experience went from $61,637 to $83,833 at the DWP, an increase of more than a third,  while those top experience only got 10 percent raises, going from $84,877 to $92,89

Similarly, electrical craft helpers soared from jobs with a range of $41,113 to $51,072 to the same jobs at DWP that pay $63,287 to $69,196 -- more than 50 percent higher on the low end and 35 percent at the top.

Six clerk typists from various departments where the range was $35,475 to $44,099  will get $46,583 to $53,432 salaries at DWP while three senior clerk typists with salaries of $43,806 to $54,434 1368 now get $57,566 to $65,062 -- increases in both cases of about 33 percent for junior employees and 20 percent for those with the longest service.

The DWP, now under heavy criticism over plans for massive rate hikes, has long been the target of controversy because salaries are so much higher than other city workers. The list of transfered workers shows that in some cases, particularly for less experienced workers, the gap is even larger than was previously reported.

  Let's see. The mayor threatened layoffs in February of 2010. Almost all the transfers above occurred before Feb 2010. Yet the article insists these employees were transfered under threat of layoffs. Great job rewriting history.
