Sen. Cedillo Bill Could Make California the First State to Boycott Arizona

Anti-Arizona sentiment appears to be spreading. If California lawmakers are successful, the state could be the first to wash its hands of Arizona altogether.
Over 40 California legislators threw their support behind a bill authored by Senator Gil Cedillo that would make a California boycott of Arizona official. Of course the resolution is nonbinding and would not make it illegal to do business with the Grand Canyon state.
No other states have approved economic boycotts of Arizona but similar bills are being introduced in New York and Illinois.
Cities, including Los Angeles, Seattle, and Boston have also boycotted Arizona. Although the Los Angeles City Council has already had to implement an exemption of the boycott to conduct city business.

The resolution, SCR113, calls on the state to issue a travel advisory, cease state investments in Arizona and urge Major League Baseball to reconsider letting Arizona host the 2011 All-Star Game. -- "The Arizona law undermines fundamental civil rights and civil liberties, and poses a special threat to people of color that live in and travel through Arizona," said Cedillo, who is the chairman of the California Latino Legislative Caucus. -- Assembly Speaker John Perez, D-Los Angeles, who has supported boycotts in the past, has previously expressed reservations about cutting ties with Arizona, saying lawmakers need to be sure that the poorest Arizonans are not hurt.

Because this article specifically only reports some of the facts about opposition to the Arizona law, it misrepresents the actual fact that MOST of the United States is FOR Arizona's actions, and indeed, that might be the case in California. Who knows?
While the article says "over 40 California legislators" have "thrown their support behind [the] bill" it fails to take note of how many total legislators California has--120. Hence, the aricle does clarify that the percentage of those supporting a boycott is far less than a majority. Since the article doesn't say exactly how many more than 40 legislators support it, we can only assume it is less than 45 since we typically round numbers to the nearest 10th. Taking that fair assumption into consideration, California's support of this resolution is far less than 50%, at very slightly over 30%.
More importantly, the article fails to substantiate the claim in the title. There are no figures supporting growth in support of the boycott resolution. None.
What the article does demonstrate is some of the California legislature's ignorance of the Constution or the ability to support the soveriegnty of other states who don't see eye to eye with their way of doing things.
Some questions:
If "the resolution is nonbinding and would not make it illegal to do business with [Arizona], why the need for "exemptions" for certain intities and organizations? Seems a little confusing.
What is the point of sanctions? Are sanctions designed to simply hurt a sister state because they choose not to be California? Arizona, is after all, fiscally sound, whereas, California in bankrupt.
Is California Constiutitonally bankrupt as well? It is the specific job, under Art.I Sec.8 xiv, Art.IV Sec.4 to protect the states from illegal aliens. Additionally, the states are allowed to protect themselves independent of the Federal government if the latter doesn't act quicky enough as per Art.I Sec.10iii. Is California so blind to the Constitution that they do not see how their own lack of literacy, on the roots of Federalism?
There are two statistics that are glaring about California in comparison to states such as Arizona? California is the largest supporter of illegal migration in the United states, and is financially insolvent. Arizona, as well as other states, on the other hand, does not support an inmigration of illegals, and is also solvent.
